The directory format is {Sierra} which breaks down to {SWAT4} and then to {Content} and then {ContentExpansion} in the Swat 4 directory. The last one contains all the files for The Stetchkov Syndicate add on.

Does the game install to where SWAT4 is, or an entirely new directory?

Please provide me with the exact path you have and executable name used to start a swat4 expansion server.

It installs in a separate folder insinde the Swat4 folder. The Folder is called 'ContentExpansion' that folder contains all the files for The Stetchkov Syndicate add on.
